HNTB wins contract to support electrification of Harrisburg Line

Amtrak has awarded a contract to HNTB to upgrade the electrical system along a critical segment of the Harrisburg Line, a rail line located in the US state of Pennsylvania.

The project, known as the Paoli Zoo Electrification Transmission Line Program, involves improving the electrification system along an 18-mile stretch between Philadelphia and Chester County.

HNTB was selected to provide project and construction management support for the Bryn Mawr substation and the segment extending to Paoli.

The multi-year program, separate from the ongoing track work between Harrisburg and Lancaster, aims to restore all overhead cables and catenary poles to good condition.

It will also relocate the existing 138 kV high-voltage transmission line on Amtrak property, requiring the construction of 330 new catenary structures, static cables, insulators and signal feed system upgrades. . This will be done in partnership with PennDOT and SEPTA.

The replacement of the Bryn Mawr substation is the first of three major components of the program.

The existing substation will be demolished and replaced with new equipment to strengthen the power supply and simplify maintenance. Vanalt Electrical Construction has been selected for this work, which should begin in the fall of 2024.

Laura Mason, Amtrak’s executive vice president of capital delivery, said: “Once this program is completed, Amtrak’s program Keystone service And Pennsylvanian trains, along with the SEPTA Paoli Thorndale Line, will benefit from more reliable service thanks to a modern Overhead Catenary System (OCS) and power generation and distribution infrastructure.

“Our goal is to increase reliability and efficiency along this busy portion of the railroad, which includes Amtrak’s longest distance between electrical substations along the New York-Washington-Harrisburg corridor .

For the Paoli-Bryn Mawr transmission line, Amtrak began purchases with advance notice and a request for qualifications. A call for tenders will follow in December 2024, with a contract award expected in early 2025.

The Bryn Mawr to Zoo transmission line segment is currently in the planning stages, with procurement expected to begin between 2027 and 2028.

This program is part of the Federal Railroad Administration’s NEC 2024 Project Inventory, making it eligible for funding from the Federal-State Intercity Passenger Rail Partnership Program.

Amtrak takes a design-bid-build approach for transmission line segments and is currently purchasing management services for the Bryn Mawr substation replacement and Paoli to Bryn Mawr OCS upgrades.

These upgrades are part of Amtrak’s historic infrastructure improvements, with more than $6 billion committed in the first half of fiscal 2024 across various projects.

Recently, Amtrak, along with the Federal Railroad Administration (FRA), the City of Westport and the Canadian Pacific Railway, accessibility upgrades completed at Westport Station.
