“Serial Cheater” accused of winning $5,000 by cheating at Craps at JACK Cleveland Casino

Tennessee man who was convicted of cheating multiple times casinos – and is forbidden of gambling in Ohio – has again been accused of cheating at craps at JACK Cleveland Casino, according to Sean McDonnell of cleveland.com.

Labeled a “Serial Cheater,” Ellis Quinn was charged with violating Ohio casino gaming laws.

Ellis Quinn, 62, of Memphis, is charged with violating casino gaming laws, according to an indictment from Cuyahoga County Common Pleas Court. He is accused of winning $5,080 by cheating on July 31.

Quinn was playing craps at JACK Cleveland Casino when, after the dice had already been rolled, he placed additional bets on the winning number, according to court records.

According to casino records, Quinn placed these illegal bets 15 times and was also caught on surveillance video. A summons was issued for Quinn to appear in court for an arraignment on November 5. No lawyer is listed for him in court records.

The Ohio Casino Control Act authorizes Casino Control Commission to include any person on the involuntary exclusion list. This list is aimed at those who pose a threat to the integrity of casino and sports gaming.

Persons on the Commission’s involuntary exclusion list are prohibited from entering casinos. This ban also means the person cannot participate in gambling-related activities in the Buckeye State.

Quinn banned from Ohio and Pennsylvania casinos for prior craps cheating convictions

According to online records, Quinn is banned from casinos in Ohio and Pennsylvania due to previous cheating convictions. He was caught cheating at two Ohio casinos in February and March 2014 – once at the Hollywood Casino in Columbus and again at the Hollywood Casino in Toledo.

At his 2014 sentencing, Lucas County Common Pleas Judge Ruth Ann Franks said, “If there’s anyone who deserves the label ‘serial cheater,’ it’s M .Quinn,” according to reports.

Quinn was indicted by the Lucas County grand jury on three counts of intentional cheating in a casino game. He pleaded guilty in both trials and was sentenced to a total of 30 months in prison.

Additionally, he was accused of cheating at a casino in Bethlehem, Pennsylvania in April 2018, according to the Pennsylvania Gaming Control Board. Quinn was observed playing craps seven times.

The total amount illegally obtained was $3,240. Quinn was charged with seven counts of Prohibited Acts – Cheating and seven counts of Theft by Deception. He was sentenced to nine to 23 months in prison.
