Psychiatric evaluation ordered for window washer accused of assault

A St James man who allegedly brandished a knife at a motorist who refused to allow him to wipe his windscreen was remanded in custody by the Parish Court on Wednesday for a psychiatric assessment to be carried out on him.

Patrick Hemmings, 27, who resides in Montego Bay, pleaded guilty to common law assault.

It is alleged that on October 7, Hemmings approached the complainant, who was in traffic on Howard Cooke Boulevard, between LOJ and Baywest Plaza in St James, and attempted to clean the windshield of his vehicle. When the plaintiff declined Hemmings’ offer, the defendant pulled a knife approximately 12 inches long from his waist and threatened the plaintiff, saying, “I’m going to stab you.”

The matter was reported to the police and Hemmings was arrested and charged.

“Why did you do that, sir?” » Presiding judge Natiesha Fairclough-Hylton asked Hemmings after the allegations were outlined.

“It was just a mistake,” Hemmings responded.

“What do you mean by mistake?” » asked the judge.

“Ignorance, Your Honor,” Hemmings responded.

“When was the last time you went to the doctor, sir?” » asked the judge, trying to determine whether he had a history of psychiatric treatment.

“Every time they sent me to the doctor, they said I wasn’t crazy,” Hemmings told the judge.

Fairclough-Hylton subsequently ordered the accused to be detained at the St Catherine Adult Correctional Center to undergo a psychiatric assessment.

He will remain behind bars until December 4, when the case returns to court.

It is not the first time a windscreen cleaner has appeared in court charged with an offense after being turned away by drivers who refuse to use his services.

In September, another windshield cleaner, Robert Johnson, ended up in court after allegedly hitting a motorist in the head with a bottle and damaging her car window after she refused his services. Concerns have also been raised about his mental abilities.

However, his case was settled in mediation after he agreed to compensate the victim.
