HISD educator Tywana Gilford Mason becomes fifth person charged in alleged $1.9 million teacher certification scheme

HOUSTON, Texas (KTRK) — Tywana Gilford Mason is the fifth and final person to be charged in what Harris County prosecutors say is a years-long teaching certification scandal.

According to court documents, Mason used his role at the Houston Training and Education Center to register teacher candidates for their certification test and then let them go.

Police said she then authorized a man identified as Nicholas Newton, an assistant principal at Booker T. Washington High School, to take the test on her behalf.

According to court documents, she was bribed and paid approximately $125,000 by Vincent Grayson, the basketball coach at the same school, also known as “Kingpin.”

“He made $1.9 million from this scheme, that’s the best we can say. It’s almost certain there’s more than that because there’s cash, and it’s harder to trace,” said Mike Levine, chief of crimes in the public corruption division of the DA’s office.

Court documents say it happened more than 400 times and primarily involved prospective teachers in the Dallas area.

Grayson is one of three HISD educators who are part of this circle.

“We will fire any teacher who fraudulently passed their exam and ensure a highly qualified teacher takes their place,” said Alexandra Elizondo, chief of public affairs and communications for the Houston Independent School District.

Mason is charged with engaging in organized criminal activity.
