This MediShield Life Program (Amendment) Bill aims to improve the MediShield Life framework, but the changes must not impose an unnecessary burden on those who rely most on the program, MP Gerald Giam said. Speaking in Parliament on Monday (November 11), he urged the Ministry of Health to review the use of the annual value (AV) of property as a means-testing criterion, so that retirees and those with limited cash flow limited can receive grants based on their actual financial needs. He highlighted that the criteria could present a financial challenge for some low- or no-income households, particularly retirees living in private property and born in 1960 or later. They may face mounting medical bills but are not eligible for subsidized premiums because of the property they live in, he said. Many of these elderly Singaporeans are unlikely to downsize their homes, especially if they are currently suffering from serious illnesses, he added. Mr Giam said the physical and emotional disruption of relocating during a vulnerable time is not practical and could worsen their health conditions. The government should consider removing VA as a means test and carry out a comprehensive and transparent assessment based on their individual situation. This approach will allow the program to more effectively target subsidies to those who actually lack cash for their health care needs, Mr. Giam said.
