Alleged assault during drive-by encounter in Philadelphia prompts police search for suspects

Philadelphia police are searching for three people they say attacked a woman during a chaotic illegal drive-by encounter in South Philadelphia in September.

The incident took place around 1:40 a.m. Sept. 22 at 25th Street and Washington Avenue, police said. Monitoring video of the incident released Friday shows a group of people involved in the car encounter assaulting a woman who tried to confront them.

The car rally itself attracted hundreds of people and vehicles to the area, police said. The victim, a 49-year-old woman who police did not identify, heard the noise of the encounter and smelled burning rubber. She got out to confront the group after seeing people standing on top of her car, Detective Raymond Evers said.

In the video, a female police officer described as aged 18 to 23 can be seen hitting the victim and a man in his 20s throwing a traffic barrel at her several times. Additional footage showed a third person, another man in his 20s, brandishing a gun during the altercation, which he then fired into the air, police said. Investigators later recovered a shell casing at the scene, Evers said.

The victim did not immediately seek medical attention, Evers said, but was treated for minor injuries at the hospital the next day. His vehicle suffered minor scrapes and an intersection in the area needed to be resurfaced, Evers said.

Police asked anyone with information about the incident or the suspects to contact the Southern Detective Division at 215-686-3013/3014.

Illegal car encounter that led to assault took place one of many that swept through Philadelphia in late Septemberleading to unruly crowds, damage to vehicles and injuries to police officers. Since then, police have arrested 10 people, executed 50 search warrants and taken 32 vehicles into custody, Evers said.

Ten of the vehicles remain in custody and police intend to destroy them if a judge allows it, Evers added.

Last week, Police Commissioner Kevin Bethel said continued arrests related to car rallies in September were part of a police effort to crack down on illegal events and crimes against quality of lifeincluding illegal ATVs and dirt bikes. Bethel also pledged to take aggressive action against dating.

“We take this very seriously,” Evers said. “We’re not stopping.”
