CHR Statement Supporting Bill to Recognize Rights of Barangay Health Workers

THE Commission on Human Rights (CHR) expresses its full support for the passage of Senate Bill (SB) 2838 — also known as the Magna Carta of Barangay Health Workers (BHWs) — seeking to recognize their vital role in supporting the delivery of primary health care. in the Philippines.

SB 2838 aims to provide fair compensation and benefits to BHWs, ensuring better conditions to protect their welfare and well-being. Some of the incentives offered include monthly honorarium, transportation allowance, hazard pay, insurance coverage, health emergency stipend in the event of a public health emergency, and opportunities for continuing education and career advancement .

Additionally, BHWs who have served for at least 15 years will receive a one-time incentive of at least P10,000, as well as free legal services and insurance coverage from the Government Services Insurance System.

It is crucial to recognize that frontline workers have been frontline workers during the Covid-19 pandemic, helping to support and monitor those affected within their communities. This highlights their essential role in promoting health and well-being in their respective fields.

We note the efforts of our legislators to ensure that the critical needs of ASBs are adequately met.
