The North Carolina state legislature spent more than $800 million on Helen’s recovery


Total state spending on Helen’s recovery efforts now stands at more than $800 million.

Governor Roy Cooper signed the agreement in the North Carolina Legislature second relief bill for Helene into law Friday, saying more will need to be done.

Senate Bill 743“The Disaster Recovery Act of 2024 – Part II” passed the House and Senate on Thursday. It amounts to more than $600 million and will be used to support public schools, rental assistance, business loans, among other provisions.

“Western North Carolina needs significant investments to fully recover from the worst storm our state has ever experienced,” Cooper said in a news release Friday. “Lawmakers have taken a small step here and should follow it with a more comprehensive program to help families, businesses and communities build back stronger.”

Hélène’s first relief package arrived at $273 million bringing the state’s total investment to date to more than $800 million, with additional assistance already provided by the federal government.

Despite the signing of the bill, Cooper suggested a much higher investment on the part of the State at the start of the week. After estimating that storm damage would likely total $53.6 billion, he proposed the state spend $3.9 billion.

Senate President Pro Tempore Phil Berger, R-Rockingham, said it would be “irresponsible” to spend what Cooper’s proposal called for in such a short period of time when speaking to reporters Thursday.

This likely won’t be the last of the funds sent to Western North Carolina, with lawmakers expected to return to business Nov. 19 where they could begin more relief efforts.
