GRAND FORKS — After an alleged indecent exposure incident at a Grand Forks shopping center, an arrest warrant has been issued for a man who appears to have previously worked as the CEO of a hospital in Langdon, Dakota. North.

According to an affidavit filed in the criminal case on Thursday, October 24, Jeffrey Dalton Stanley was seen masturbating in a common area of ​​the Grand Cities Mall in Grand Forks on Monday afternoon, October 21. former CEO of Cavalier County Memorial Hospital in Langdon. The affidavit says a resident who witnessed the incident signed a citizen’s arrest form and requested that charges be filed against Stanley. She informed officers that she was able to positively identify the suspect, who she believed was from the Langdon, North Dakota area.

According to the affidavit, Stanley was filmed masturbating on a couch in a common area of ​​the mall. A security guard pointed officers at Stanley as he walked toward a vehicle in the parking lot. He was arrested and identified.

The affidavit stated that “multiple people observed the suspect,” according to the security guard, who was the original complainant, but others were unwilling to sign a citizen’s arrest form regarding exposure to the presumed modesty.

“Officers spoke to Jeffrey about his behavior (informing him that several children frequent the mall), for which he repeatedly stated he was sorry.”

The affidavit continues: “At the request of the plaintiff, Jeffrey was served with a restraining order and was terminated. The complainant mentioned that he was worried about the news finding out about the incident and indicated that no one from the church wanted to press charges.

The witness came forward to the police department later that afternoon, saying she had recorded the incident on video and could positively identify Stanley. Two other witnesses later said they also wanted to press charges.
