State releases video, 911 calls of fatal crash in Franklin Borough involving police SUV

An officer’s car dash camera, surveillance video and 911 calls released Monday by the state attorney general’s office paint a tragic picture of the moments before and after a A Franklin Borough police officer’s SUV collided with a car on Route 23 on May 27killing Deanna D’Arco, a 19-year-old Vernon resident.

In accidents involving fatalities, all motor vehicle citations issued against civilians are reviewed by the prosecutor’s office to determine whether criminal charges are appropriate or whether the case should be referred to municipal court for resolution.

The Office of Public Integrity and Accountability, under the state Attorney General’s Office, continues to investigate this matter. All investigations involving the death of a person occurring during an encounter with police are presented to a grand jury to determine whether there is sufficient evidence to support an indictment against one or more officers involved. It was not immediately clear whether Grissom would face charges; A spokesperson for the attorney general’s office said the office does not comment on ongoing criminal investigations.

Deanna D’Arco’s life cut short

D’Arco, who was an organ donor, was a teaching assistant at Little Learners Academy in Jefferson and graduated from the New Jersey Youth Corps at Project Self-Sufficiency in 2021, according to her obituary. She had “a vibrant spirit, a warm heart and an incredible legacy of giving that left a lasting impression on everyone she met,” it reads.

Carver and a family member started a GoFundMe to help support the D’Arco family, with nearly $18,000 raised. The D’Arco family also created a GoFundMe to support Carver, which raised just over $2,300.
