ISP arrests Christian Co. man for possession of child sexual abuse material

TAYLORVILLE, Ill. (WCIA) — A Taylorville man has been charged with possession and distribution of child pornography.

On November 7, the Illinois State Police Area 4 Criminal Investigation Division arrested Phillip R. Windell, 61, on these charges. Distribution of child pornography was listed as a Class X felony and possession of child pornography as a Class 2 felony.

On October 10, ISP agents began an investigation after learning that Windell possessed and distributed child pornography. ISP agents assigned to the Illinois Attorney General’s Office Internet Crimes Against Children Task Force were able to gather digital evidence.

This Thursday, agents from ISP, the Taylorville Police Department and the Central Illinois Enforcement Group executed a search warrant at Windell’s home and placed him under arrest. He was later charged by the Christian County State’s Attorney’s Office.

He is being held in the Christian County Jail, awaiting his first court appearance.
