UP Lift and Escalator Act: Delay in registration will attract heavy fines, says DM

GREATER NOIDA: The Gautam Budh Nagar administration on Tuesday announced strict regulations for the safety of lifts and escalators under the new Uttar Pradesh Lifts and Escalators Act, 2024 and rules that ‘accompany which requires all owners of existing elevators and escalators to register their equipment.

At a meeting Tuesday, officials discussed substantial fines and possible closures for owners who failed to register their elevators and escalators within specified deadlines.

“Ensuring the safety and proper maintenance of elevators and escalators in high-rise buildings, shopping centers and offices is our top priority. Through the UP Lift and Escalator Act, we are committed to strict compliance. Landlords who delay registration or neglect security measures will face significant penalties, including possible closures,” said Manish Kumar Verma, the district magistrate.

“These regulations are essential for public safety, and regular monitoring will help keep all operators in the District accountable,” he added.

Officials said Section 10 of the law specifies that elevators and escalators already in use throughout the state must complete the registration process within six months of the law’s implementation. If operators do not respect this deadline, they will be exposed to progressively increasing fines.

Officials said that under the new guidelines, a delay of up to seven days would attract a penalty of 100 per day. Any delay ranging from 7 to 15 days will result in a fine of 200 per day for the entire period and a delay of 15 to 30 days will attract 500 euros fine per day.

In cases where the delay exceeds 30 days, the authorities are entitled to immediately close the elevator or escalator in question, subject to an additional fine of 10,000. Re-operation will be allowed only after compliance with all regulatory requirements and payment of the entire penalty, they added.

Certainly, the implementation of the Uttar Pradesh Lifts and Escalators Rules, 2024, came into force from September 25, 2024.

Additionally, the law requires elevator and escalator operators to keep a logbook documenting any accidents. The log book, as per Rule 9, shall be maintained and made available to the district committee on request for monitoring purposes, the officials said.

“These measures are crucial to holding operators accountable and protecting residents and visitors at all facilities,” the DM said.

The committee is responsible for conducting routine inspections, monitoring compliance with safety regulations and submitting quarterly reports on the condition of elevators and escalators in corporations, shopping malls and commercial facilities, officials said. responsible.
