Delhi’s deteriorating air quality prompted implementation of GRAP Stage 4 restrictions from Monday, as the city’s air quality index (AQI) touched 457 at 7 p.m. Sunday, moving into the “severe plus” category. These measures aim to reduce emissions and mitigate health risks as pollution levels reach alarming levels.

GRAP Stage 4 Restrictions in Delhi: What is prohibited?

  1. Diesel Vehicles: Medium and heavy vehicles registered in Delhi with BS-IV or lower norms are prohibited, except those carrying essential goods.
  2. Non-essential commercial vehicles: Entry of non-essential light commercial vehicles from outside Delhi is prohibited unless they are powered by CNG, BS-VI diesel or electricity.
  3. Trucks carrying non-essential items: Trucks that do not run on LNG, CNG or BS-VI diesel are not allowed to enter the city.

Schools and offices

It is recommended to move online to classes 6-9 and class 11 by the Commission for Air Quality Management (CAQM). Additionally, NCR offices are advised to implement 50% capacity on-site, with the remainder of staff working remotely.

Odd-even policy to return?

Implementation of odd and even vehicle regulations could also be considered as part of efforts to reduce pollution levels. Additionally, state governments may consider measures such as closing non-essential business activities.

The CAQM urged the people of Delhi-NCR to actively support the implementation of GRAP measures to combat rising pollution levels. Citizens are advised to limit outdoor activities, especially for children, the elderly and people with respiratory or cardiovascular problems, in order to minimize health risks.

What is GRAP-4?

The Phase IV response includes an 8-point action plan to tackle severe pollution levels in Delhi. Key measures include restricting the movement of non-essential trucks entering the city, with exceptions for vehicles transporting essential goods or providing vital services. These actions are part of a broader effort to control emissions and improve air quality, as the city grapples with a critical air pollution crisis.

Delhi’s AQI deteriorates

Delhi’s latest AQI data from the Central Pollution Control Board (CPCB) reveals alarming pollution levels, with 32 out of 34 monitoring stations reporting “severe” air quality above 400. AQI levels between 401 and 450 are classified as “severe”, while readings above 450 fall into the “severe plus” category. Such levels pose significant health risks, particularly for people with pre-existing conditions, and can also impact healthy individuals.

The Center for Air Quality Management’s decision support system on Sunday attributes 15.8% of Delhi’s air pollution to vehicle emissions, highlighting the role of transport in exacerbating pollution. Meanwhile, stubble burning accounted for 25% of the total pollution on Saturday, further deteriorating air quality.

The dominant pollutant, PM2.5, is made up of microscopic particles that penetrate deep into the lungs, posing serious health risks, such as respiratory and cardiovascular problems. These factors highlight the urgency of implementing stricter air quality management measures.
