Former actor Huang Yiliang fined and banned from driving after collision with cyclist

SINGAPORE: Former actor Ng Aik Leong, better known as Huang Yiliang, was in court again on Friday (Nov 15) – this time following a road accident.

Huang, a 63-year-old Singaporean, was fined S$3,000 (US$2,230) and banned from driving for five years for ramming his van into a cyclist as he was exiting a suspender, fracturing his elbow.

He pleaded guilty to one count under the Highway Traffic Act of causing serious injury by driving without reasonable consideration for other road users.

The court heard that Huang was driving a van along the Cavenagh Road slip road towards Bukit Timah Road at around 8.20pm on September 20 last year.

The victim, a 27-year-old Singaporean man, was riding his bicycle on lane 4 of a four-lane road along Bukit Timah Road, heading towards Serangoon Road.

Huang was traveling on lane 1 of a two-lane slip road leading to Bukit Timah Road, and he was not seen stopping before the “give way” line, the court heard.

As he continued off the on-ramp, the front left part of his vehicle collided with the left side of the victim while he was riding his bicycle.

Huang looked after the cyclist after the accident.

The cyclist suffered bruising to his right elbow, with swelling and abrasion.

He suffered a fracture to his right elbow and was conscious when he was taken to Tan Tock Seng Hospital. He was later released with seven days of hospital leave.

He was then examined in an orthopedic clinic, where he was granted hospital leave for 50 days.

His bike suffered scratches on both sides, while Huang’s van suffered no damage.

Deputy Public Prosecutor Kevin Yong sought a fine of S$3,000 to S$4,000 and a five-year driving ban for Huang.

He noted that Huang had no prior convictions for the offense and that the injury, “while serious, is not very serious.”

Huang was defended by Mr. James Gomez Jovian Messiah of Edmond Pereira Law. His request for mitigation was “deemed read,” meaning it was not read in its entirety in open court.

The lawyer said it was dark and Huang could not see clearly, and that Huang was “blinded” by the lights.

CNA contacted Huang’s attorney for a mitigation plea and a declaration, but was told Huang declined both requests.

He paid the fine in full.

Huang was sentenced to 10 months in prison in February 2021, after being convicted of assaulting Bangladeshi worker in 2018. He was also ordered to pay the victim S$3,300 in compensation.

He defended himself at trial, hiring a lawyer to appeal his conviction and sentence, but his appeals were rejected.
