On the sidelines of the summit, Xi inaugurated a massive deep-water port in Peru, a $1.3 billion investment from Beijing aimed at increasing trade and influence in the region. Xi described Chancay Port, with 15 berths, as the start of a “21st Century Maritime Silk Road,” part of China’s Belt and Road Initiative, a modern revival of the ancient Silk Road trade route. However, former US general Laura Richardson raised concerns. The U.S. military is concerned that the Chinese military will use this port in Peru, fearing that Chinese ships could dock there and that the facility could be used for espionage.
