The central government has launched a month-long campaign for retirees to submit their annual Digital Life Certificates (DLCs) in November. This campaign, known as DLC Campaign 3.0, is being carried out by the Department of Pensions and Pensioners’ Welfare (DoPPW) in 800 cities and districts. The aim is to help millions of senior citizens, including pensioners of central and state governments, EPFO ​​and autonomous bodies, to submit their DLCs through digital means or home services. In addition, door-to-door support will be offered to very elderly retirees.

In 2022, DoPPW organized a campaign in 37 locations, resulting in the generation of 1.41 crore DLCs. Building on this success, the 2023 campaign has been expanded to 100 locations, with over 1.47 crore DLCs generated so far.

However, pensioners aged 80 years or above have the option of submitting their life certificate or “Jeevan Pramaan Patra” from October 1 to November 30. This special provision was put in place by the government to give older retirees more time. . It is important to note that while there is a specific submission window for seniors, the deadline for all retirees, including seniors, is still November 30.

What is Jeevan Pramaan Patra

Jeevan Pramaan is a biometric digital service introduced by the Government of India for retirees. Jeevan Pramaan Patra has made pension disbursement more efficient, secure and convenient for millions of retirees in India by leveraging technology to ensure timely pension payments, without traditional bureaucratic hurdles.

In the pension system, updating the life certificate ensures the timely disbursement of the pension and any outstanding arrears in the next payment cycle.

If a life certificate is not presented for a period of three years or more, the pension will only resume after approval from the competent authority via the Central Pension Accounting Office (CPAO), following the necessary protocols.

Objective: It aims to simplify the process allowing retirees to provide proof of their existence (life certificate) to continue receiving their pension without the need for physical presentation of documents or personal visits to pension payment organizations such as banks or post offices.

Eligibility: Retirees from the Central Government, State Government or any other government organization can avail this service.

Biometric Authentication: Uses the Aadhaar platform for fingerprint or iris scanning to authenticate the retiree’s identity.

Digital Life Certificate: Once authenticated, a Digital Life Certificate (DLC) is generated. This certificate is stored in a life certificate repository, making it accessible at any time to both the retiree and the pension payment agency (PDA).

How to apply for life certificates online and offline

Guide for DLC Face Authentication Using Jeevan Pramaan App:

> Download the Aadhaar Face RD app
> Go to Google Play Store and download the “Aadhaar Face RD” app.
> This application, developed by UIDAI, facilitates backend processes for Jeevan Pramaan.
> Make sure you install the most recent supported version (3.6.3) of the AadXX Face RD app.

Operator Authentication

> Launch the Jeevan Pramaan app on your device.
> You will be directed to the “Operator Authentication” page.
> Enter your Aadhaar, mobile number and email address.
> Check the Aadhaar box and click ‘Submit’.

OTP Verification

You will receive an OTP to the mobile number and email address registered with us.
Please enter the OTP to verify your details.

First face scan

After verification, you will need to enter your name as recorded in Aadhaar.
The app will request access to your camera to scan your face.
To continue, please grant all necessary permissions.

Retiree Verification Process

After facial scanning, you will move to the retiree authentication page.
Provide your Aad number, mobile number and optionally your email id.
Click on “Submit” and wait for another OTP on your mobile for verification.

Information about retirees
When submitting OTP, complete the required information about the retiree, including:
Name, pension type, PPO number, pension account number.
Choose your paying agency.
Review the necessary declarations and submit the form.

Final check
You will be asked to perform a second facial scan to verify the retiree.
Once the scan is successful, your digital life certificate submission will be confirmed.
A Pramaan ID and PPO number will be provided as acknowledgment number on your mobile screen.

Offline submission

The certificate must be submitted to designated locations such as banks, post offices or other specified locations. Super senior retirees aged 80 and above have the option of submitting the certificate every year in October or November. The certificate is valid for one year or until November 30 of the following year.
