Government invites Kenyans to submit their views on new medical regime for civil servants

What does the new medical regime for civil servants contain?

Administration of President William Ruto proposed a new medical regime which will provide additional coverage to public offers alongside CAPS.

If passed, the Public Financial Management (Public Servants Medical Scheme Fund) Regulations, 2024, will provide civil servants with additional coverage once CAPS limits are exhausted.

THE National Treasurein a public notice published on Tuesday, November 12, indicates that the draft regulations are ready and open to the public.

Cash CS Jean Mbadi invited Kenyans to publicly participate in the bill on Wednesday, November 20, 2024

“The National Treasury and Economic Planning invites members of the public to submit any comments, contributions or notes they may have on the said draft Public Financial Management (Public Employees Medical Scheme Fund) Regulations, 2024 in the format provided on the website,” Mbadi said.

Public opinions and comments must be submitted by email and received by November 18, 2024 at 5:00 p.m.

An in-person public consultation meeting with stakeholders will be scheduled for the same date.

SHIF benefit ceiling for Kenya

Medical Services (PS) Principal Secretary Harry Kimtai stressed that every Kenyan would receive equal benefits from CAPS regardless of their contribution.

Kimtai said Kenyans who contribute more and feel the profits are low should pay for private insurance.

The government official denied claims that the new system was rushed, arguing that the system had been in development for some time.

What you need to know about SHIF

  • KRA stated that the current 15% tax relief applied only to the now defunct National Health Insurance Fund (NHIF).
  • Kenya raised concerns about the new modelwhich deducts 2.75% from gross salary and reimburses those requiring maternity care KSh10,000 for a typical delivery and KSh30,000 for a cesarean section.
