Clēnera signs PPA for 600 MW Snowflake A solar project in Arizona

Clēnera, the US subsidiary of Enlight Renewable Energy, has signed a new power purchase agreement (PPA) with Arizona Civil Service (APS) for its Snowflake A solar project.

The busbar’s 20-year fixed-price PPA encompasses the project’s 600 MW of solar generation capacity and 1.9 GWh of energy storage availability.

The Snowflake A project is located near Holbrook in northeastern Arizona, an area characterized by very high solar irradiation.

The project is currently in the final stages of obtaining pre-construction permitting.

It is expected to achieve ready-to-build (RTB) status in the third quarter of 2025 and begin commercial operation (COD) in mid-2027, subject to all necessary permits.

The PPA states that if a certain required permit is not obtained by March 1, 2025, Clēnera has the right to terminate the PPA without significant termination fees.

Snowflake A is a key project in Enlight’s portfolio, notable for its scale and cost effectiveness, and marks the initial phase of Snowflake’s development.

A second phase is currently under development, which will increase solar generation capacity by 650 MW and add 2.1 GWh of energy storage capacity.

This development is part of Enlight’s ‘Connect and Expand’ strategy, which aims to maximize existing interconnection infrastructure by increasing production capacity.

This approach reduces the costs and risks of developing new sites, thereby increasing the efficiency of renewable energy deployment.

Ilan Goren, Managing Director of Enlight US, said: “The signing of this PPA agreement represents a major milestone for Enlight and Clēnera. We currently operate two sites in the Western United States, having recently achieved COD at Atrisco Solar in September 2024.

“In addition, we are currently beginning construction on three additional new projects in the United States, which are expected to be completed by 2025-2026.

In October 2023, the Israeli company Enlight Renewable Energy launched commercial operations on its Genesis Wind project in the northern region of the country.
