Ms Sandford questioned why the fine was so high and the wording, in an email, which said the animal would be “disposed of” if the fine was not paid within a certain time frame.

Bradford Council did not disclose how the fee was set, but a spokesperson said it would discuss the wording of the email with contractors.

The animals were either rehomed or sold if a fine was not paid, he said.

The spokesperson said: “The contractor always prioritizes the safety of the animals involved, themselves and members of the public and always endeavors to issue notices of intent prior to any impoundment.

“Animals left in public spaces can pose a danger to themselves and others, and impact the space available to communities.

“Of course, this concerns residents who are waiting for the municipality to act.”

PPS Impoundments did not respond to a request for comment.
