CPAC claims evidence of illegal ‘ballot harvesting’ in Wisconsin

President Matt Schlapp stated that CPAC Foundation filed a complaint Wednesday with the Wisconsin Elections Commission, along with testimony about the alleged crime committed in broad daylight outside Milwaukee City Hall.

The witness said in a statement that he saw someone stuffing up to 500 ballots into an unattended ballot box, then running away when he realized he was being photographed.

In Wisconsin, the law requires voters to personally handle their ballot. It prohibits the collection or harvesting of ballots by third parties, CPAC said.

In its complaint, the Washington-based group, known for organizing political conventions around the world for conservative activists, said the law requires that “ballots be “mailed by the voter, or delivered in person, to the municipal clerk issuing the ballot(s). unless the voter is disabled.

He added that “CPAC believes that the facts provided establish probable cause to believe that a violation of Wisconsin law occurred and urges the Wisconsin Elections Commission to promptly investigate these allegations.”

On A witness reported that an individual placed a significant number of absentee ballots in the drop box before fleeing the scene. Ballot harvesting is illegal under Wisconsin law. Schlapp added that CPAC “is committed to protecting our elections and urges the WEC and local law enforcement to investigate these allegations.”

This is what the witness wrote in his statement:

I have personal knowledge of the matters set forth herein and, if called as a witness, I could and would competently testify as to the truth of these matters.

On October 25, 2024, at approximately 7:55 p.m., I saw an individual who appeared to be dropping a bag full of absentee ballots into a drop box.

It is my understanding that ballot tampering is a violation of Wisconsin state law and that each voter must turn in their own absentee ballot unless they are disabled.

I was sitting in my car with my son outside the City Hall drop box at 200 E. Wells Street, Milwaukee, WI 53202.

An individual approached the dropbox with two bags in his hand.

One of the bags was an emergency cord. The other bag was a large green bag with a zipper on the top.

The green bag seemed full. I estimate that the green bag could hold between 50 and 500 absentee ballots.

The individual approached the drop box and reached into the green bag at least five times to empty the contents of his bag into the drop box.

Walking away from the drop box, I watched as the individual folded the now empty green bag and put it in the drawstring save bag.

When the person realized I was watching and taking photos, he ran away.

I have attached four photos of the individual that I was able to capture.
