A long-awaited plan to build a new football stadium for the New England Revolution along the banks of the Mystic River in Everett crossed the goal line Thursday, as state lawmakers sent a sweeping economic development bill to Governor Maura Healey.

The bill approved Thursday authorizes approximately $3.96 billion in borrowing to support the state’s life sciences and climate technology sectors.

The Democratic-majority House of Representatives voted 137-8 on Thursday to accept the compromise that emerged earlier in the week. The House then voted 139-4 to pass the bill, completing the procedural tango that sent it to Healey.

The state Senate, also controlled by Democrats, voted 39-1 to approve the bill, with state Sen. Ryan Fattman, R-Worcester/Hampden, casting the lone dissenting vote, according to the State House News Service.

The bill, which provides $500 million for life sciences and $400 million for climate technologies, is one of Democratic Gov. Maura Heaely’s top legislative priorities for 2024.

“Beyond the flashy headlines, the investments and policies in this bill are focused on supporting our economic fundamentals to drive growth in every region of our state and continue to ensure that the Commonwealth is a great place to do business,” the state Senate president said. Karen E. Spilka, D-Middlesex/Norfolk, said in a statement.

State House Speaker Ronald J. Mariano, D-3rd Norfolk, said the bill “provides support to small and large businesses at the forefront of innovation in clean energy sectors and life sciences.

Revs Stadium

The Kraft Group, which owns both the National Football League’s Revs and New England Patriots, is behind the effort of around 500 million dollars to bring a soccer-specific stadium to Everett.

The Revs currently share space with the Patriots at Gillette Stadium in Foxboro, Massachusetts. Meanwhile, other MLS clubs, like DC Unitedplay in their own soccer-specific stadiums.

The Kraft group joins the State effort Sen. Sal N. DiDomenico, D-Middlesex/Suffolkwho guides key legislative language in the upper chamber, and Everett Mayor Carlo DeMaria, an unapologetic supporter of the effort, who said it would be a boon for his city.

The Kraft Group wants to locate the proposed 25,000-seat stadium on 43.11 acres of land along the Mystic River at 173 Alford St., which currently houses a closed portion of a power plant, MassLive previously reported.

Thursday’s vote authorizes a rezoning of the land, a move that is expected to “have positive environmental and economic impacts in surrounding communities as well as improve public transportation connectivity,” according to an analysis of the bill released earlier this week .

“Public financing for stadium construction is not permitted, and financing public infrastructure improvements associated with the stadium would require matching private funds,” the analysis continues. “The language also requires community mitigation agreements with the cities of Everett and Boston.”

DiDomenico praised both the inclusion of investments in the life sciences industry — his mother was an ALS patient benefiting from new treatments — and the path to Revs Stadium, the State House News Service reported.

“Surprise, surprise, I’m going to talk about a football stadium right now. We have been working on this issue for almost two and a half years, with the Senate President by our side throughout this process,” DiDomenico said, according to the news agency.
