CT and Pike Fuels Reach $2 Million Settlement for Environmental Violations

An investigation into an oil distribution facility in New Haven has uncovered several alleged violations of the state’s environmental laws. State officials announced a $2 million settlement with Pike Fuels on Tuesday.

Facilities dispensing oil are dangerous and therefore subject to various state and federal regulations. But Pike Fuels, which did business as Gulf Oil, allegedly falsified records documenting leaks, which the Ministry of Energy and Environmental Protection discovered during a routine inspection of the coastal zone in 2021.

Twenty-one of the 24 months of leak records inspected showed fabrication, DEEP Commissioner Katie Dykes said. “Dates that were blacked out, resulting in absurd data inconsistencies, signatures and other inconsistencies and discrepancies,” she said.

Accurate documentation is important to verify emissions leaks and to protect the public from exposure to hazardous pollutants, Dykes said.

“Gulf Oil’s falsification of records threatened to compromise DEEP’s ability to monitor compliance at the New Haven Bulk Terminal, and it compromised DEEP’s efforts to protect public health and the environment, as we have been charged to do it,” Dykes said.

The company did not immediately return a request for comment.

Of the $2 million settlement, more than half of the amount is for civil penalties. The remaining amount will be used to fund environmental remediation, mitigation and monitoring in New Haven, as well as local environmental justice initiatives.

“It’s not just about environmental law. This is not about regulation. This is about keeping people safe,” said Attorney General William Tong.

“This settlement sends a clear message to Gulf Oil and others that if you violate our environmental laws and standards, there will be a price to pay,” said New Haven Mayor Justin Elicker.

Tong said it was important that DEEP had the “horsepower” to do its job in cases like these, with discussions within President-elect Donald Trump’s administration about dismantle federal regulatory agencies.
