The investigation request for the Cass County Health Department comes as the health department is inspecting apartments and residences, according to the CID.

Investigators are also looking into whether people residing in crowded residences were employed or contracted to provide services to the owner or manager, as well as the number of people observed in the residence and their citizenship status.
